The love letter is written in such a way that you can say the statements to the children. You don't necessarily have to mention the Bible passages each time, but of course you can.
One way is to tell this letter to the children after the Nighttime creation game.Especially if you've done it at night, on a hopefully clear night, you can direct the listeners' gaze upward to the starry sky at the beginning. This lets one make the introduction about how the one who stretches out the starry sky for us like a tent (Isaiah 40) loves us so infinitely. Following this, one can speak the love letter to them and also emphasize that this is how God feels about each and every one of them.
From Isaiah 40, I have noted below some statements that are meant to glorify God and that fit well with the devotional.

14 Whom did He ask for counsel, that He might make Him understanding, and teach Him the way of right, and teach Him knowledge, and show Him the way of understanding?
